UK and France Will Dispatch Military Personnel to the Country should a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The UK and France have formalized a declaration of intent concerning the deployment of military forces in the nation in the event a peace agreement be struck with Russia, the Prime Minister of Britain, Sir Keir Starmer, has announced.

Subsequent to discussions with Kyiv's partners in Paris, he said that the allies would "create operational bases in various parts of Ukraine and erect secure facilities for weapons and military equipment" to deter any future attack.

The partner countries also proposed that the America would take the lead in verifying a truce.

The Kremlin has repeatedly cautioned that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet responded on this recent declaration.

Context and Ongoing Conflict

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in February 2022, and Russian forces presently controls approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to be alongside Ukraine for the foreseeable future," stated the UK Prime Minister.

Heads of state and top officials from the "Coalition of the Willing" were involved in the recent discussions.

He stated at a shared media briefing, he further said: "It paves the way for the operational parameters under which British, French, and partner forces could operate on Ukrainian soil, securing Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the years ahead."

The PM went on to say that Britain would take part in any US-led confirmation of a possible cessation of hostilities.

Protection Pledges and Diplomatic Positions

Lead US negotiator Steve Witkoff remarked that "long-term security guarantees and robust prosperity commitments are vital to a permanent resolution" in Ukraine – mentioning a key condition made by Kyiv.

The negotiator said the coalition had "mostly completed" their work on finalizing such assurances "to ensure the Ukrainian people know that when this war ends, it ends for good."

Jared Kushner, ex-President Donald Trump's advisor, also was involved in the negotiations.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's partners had made "major advances" at the meeting.

He noted that "comprehensive" defense assurances for Kyiv had been agreed in the case of a prospective truce.

Ukrainian President Volodymyr Zelensky commented that a "major development" had been made in the talks, but cautioned that he would only deem efforts to be "sufficient" if they culminated in the conclusion of the fighting.

Last week, he said a peace deal was "mostly finalized". Settling the remaining 10% would "determine the outcome of the agreement, the destiny of Ukraine and Europe".

Unresolved Issues

  • Land and security guarantees have been at the heart of ongoing disputes for the parties involved.
  • Putin has often said that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any middle ground over how to conclude the war.
  • Zelensky has to date ruled out surrendering any land, but has floated the idea that Ukraine could pull back its forces to an mutually accepted point – but only if Russia follows suit.

Moscow presently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The pair of oblasts form the heartland of Donbas.

The initial US-led multi-point peace plan that was extensively reported to the media last year was perceived by Ukraine and its partners in Europe as being disproportionately favorable in Moscow's favor.

This triggered weeks of intensive diplomacy – with the involved parties trying to amend the proposal.

Recently, Kyiv submitted the US an revised proposal – as well as distinct documents describing possible defense assurances and plans for Ukraine's reconstruction, the President added.
